Question: Buffer, what does it mean?

Answer: The number of buffers literally means the number of samples that are held in memory by the driver.

Larger buffer numbers means there is less risk of the driver running out of audio samples if the computer is busy with something else. Very high sample rates (e.g. 768kHz) require maximum buffers on all but the most powerful hardware.

We are less sure about streaming mode, however it seems in part to relate to how much resources on the PC the driver uses. Extra Safe usually is fine to use, it gives the driver the biggest "footprint" and makes sure transmission is least likely to be interrupted by other processes.
